er, where can I tell Bidule to save new groups in C:/Programs/Plogue/Bidule/groups and not in Users/Appdata/Roaming/Plogue/Bidule/groups?

There's no config for this, it uses the AppData folder because 1) it makes the groups available across Bidule versions and 2) user has the rights to write there (you need to modify the settings to allow writing for a non-admin user in program files.

Have you tried setting a junction point so that the AppData groups folder points to the program files one? This might work right away.
Otherwise, the only thing I might be able to do would be to add an hidden registry entry where you set a path where to save groups
and the file dialog would default there if there is an entry (and it's valid) but would still defaults to the user path for everyone else.
